Forgive me, I'm not familiar with the customs of law enforcement so bare with me... I have a friend who was a sergeant in his department, this was about six years ago. He's now a lieutenant, but I haven't spoken to him in six years. Do you congratulate someone for being promoted from Sgt. to Lt.? Is that normal?

Ohhh yes, you can congratulate anyone when they promoted.

Any time you learn of good news about a friend, it is appropriate to congratulate them. It has little to do with them being in law enforcement.

It is always appropiate to congratulate someone on their promotion. It makes them feel good.

First, I'd check my spelling on "bare"....don't think you want people undressing with you....then, as you say, he is your friend, sure you can congratulate him. I wouldn't go so far as to buy him flowers, or anything, though.

Absolutely. With the promotiom comes an increase in pay and responsibility.
