I really believe buying a camera is an individual choice.
The person needs to read alot of reviews on cameras and learn as much as they can from the internet.
Go to the store and hold them and try them to see what they feel like and how they take pictures.
I can only give a suggestion of what to look for in a new digital camera.
Good Luck
my suggestion

A camera being phased out which gives excellent 8X10 prints would be the Fujifilm FinePix S5200. 5 megapixels, 10X optical zoom. Check Website dpreview.com for reviews of it. Above average battery life, 1 second delay between shots, has image stabilizer.

The Sept. 2007 issue of Shutterbug magazine has a review of five 10 megapixel digicams. You can also access it at shutterbug.com. Another useful site is steves-digicams.com.

I know you want a compact one but the Nikon D40 is definitely the best, it is not too big and takes amazing pictures, and you can do so many great things with it

So I entered your minimum specs and I know that the canon A570 IS and A710 IS are the best of the bunch. There's a new A720 IS coming out in october so you might want to wait for it.
