I have been tattooing eyeliner, eyebrows, and lip color since 1991. Yes, the face is more sensitive - that is why we use topical anesthetics. I have never had anyone in all those years not be able to easily handle it.
Of course that is considering I am very good with a light touch *grin*
You might want to look through some websites and portfolios - as with body art, all tattoo artists are not equal in talent or experience.

Might hurt worse because your face is sensative, but consider that those tattoos are a lot smaller than regular ones also. I think it depends on tolerance.
I always wanted to get tribal eyebrows inked-- like the girl in Dresden Dolls.

Have you ask yourself why? tattoo for life, once you have it, it stay there for good... Eyeliner, brows and lips are very sensitive , and the tattoos are a lot smaller then regular ones. But is your body, you want it you can have it, just remember one thing, is FOR LIFE.

I was just asking myself that question. I wanted to do the eyeliner. I've seen it done before and the girl didn't flinch but I think it would hurt pretty bad.

Tattos fade and spread a bit over time and will not look as sharp. It may be a quick fix now but you need to think about how this will change over time. Personally I would never do it and I know people close to me who have gotten it done, no thanks :)
