It should still be with its mother/breeder.
Many toy breeds are slower to mature than larger breeds. I am surprised a reputable breeder would have sold you a Chihuahua that young.
Call the breeder and ask for advice.

If the dog doesn't eat and drink it will get dehydrated and hypoglycemic(low blood sugar) and die. Chances are if you got it from someone off the street, the dog may be younger than what you were told and I am sure it did not ever see a vet for shots, deworming. Take it to the vet right away if you haven't already. It could have all sorts of internal parasites and maybe has been exposed to parvo, etc. Feed the chihuahua water from an eye dropper if you have it. Put some honey or Karo syrup on its gims. Get it to the vet ASAP or it probably will not last long..

Most small breeds will need to be kept with their mother until they are at least 3 months old. That is how long i keep me Chihuahuas before they go to their new families. This gives me time to ensure that they have all necessary vaccinations befor leaving and, this gives them time to adjust to food, drinking water and socialization.
The one thing to consider is that you purchased it on the street RED FLAG! You know nothing of the breeder or puppy.
Try to soak the puppy chow in a little beef broth, sodium free is best. Or you can buy baby food, beef , turkey or lamb will work. try feeding with a medicine syringe, you can get these at C.V.S. or Walgreen's, usually free if you ask for them in the pharmacy. Dilute the baby food with a little unflavored Pedialyte. and drop it into the mouth with the syringe. Be careful not to push it down the throat, as this may cause the food to go into the lungs, which can cause pneumonia. We don't need that !
Second : There could be a an infestation of worms, or other parasites. Please have the little one seen by a veterinarian as soon as possible

At 8 weeks it should be on puppy chow and drinking water regularly. If it isn't eating or drinking, you need to get it to a vet right away.
[If it's less than 8 weeks -- and if you bought it on the street, it's a good bet that it's more like 5 or 6 weeks old -- it may need to be supplemented with puppy formula. Your vet can get this for you, too, and show you how much the puppy needs.]
Puppies can get dehydrated very easily, and if the dehydration isn't countered, their organs start to shut down. An easy way to tell if you puppy is well hydrated is the "skin pinch" test: Take the skin and fur on the nape (back) of your puppy's neck between your fingers, and lift it straight up away from the pup's body. Then let the skin go. If it snaps back into place, the dog is well hydrated. If the skin remains pinched up, or goes back into place very slowly, the dog doesn't have enough water in its system and needs emergency care.
Try tempting the pup with beef broth or chicken broth to get it drinking fluids. (If it will drink Pedialyte or Gatorade, that will help it get hydrated too). And get your pup to a vet. (If you bought him on the street, he may have all sorts illnesses and parasites you're not aware of yet).

Is the dog really 8 weeks old? If he is younger like so many of them are, he needs baby nutrition. He still needs mother's milk. Don't give him cow milk though. Go to your local pet store and ask what would be best for the little guy. [Or Vet]

8 wks is young but in certain cases i have had to pull puppys off of their mothers earlier than this . bottle or eye dropper may be neccesary. their are several milk replacers available try giving small amounts every 2 hrs you have to keep your pup hydrated. you may also want to soak a good puppy food in milk to soften it but remember ffed small amounts several times NOT ALL AT ONCE. hope this helps

first you should try to get goats milk and moisten teh food.
you can alsl give hinm the goats milk to drink
I would take him to the vets good chance he hasn't beem vacinated and that should have been done at least once already and ask teh vet to determine the age.
You should also have a stool sample done and have him wormed as well

Also, keep in mind that hypoglycemia (low blood sugar) can be a common problem with these little ones.

well hello it is 8weeks old.it only drinks like the milk from it s mommy&&water.until it is older it will start drinking food!!
