E7 is not a guarantee in under ten years, in fact some people do 20 years and never make it past E6, and it has nothing to do with how good (or not) they are.
Most likely scenario is he reached High Year Tenure and was forced out because he couldn't make E5 in the time alloted.
This could have been due to crappy evals or being busted, or he simply could have been in a very over manned rating and the promotion rate was dismal.

Most likely it's a combination of things. Getting to the rank of e7 is not as easy as you may think. I actually thought when I joined I would rise to the rank of e-9 within 10 years and coast the rest of the way. Well I was sadly mistaken. I was Army which is different than those Squids but promotions are pretty much the same. You go before a board, go to a leadership course or 2 and accumulate enuff points to get promoted. I spent 6 years in the Army and spent the last 55 months as an e-4 (went in as an e-3). My reasons for not making e-5 were impossible to make with my job skill and I wasn't about to reclassify to another easier one, decided after regulation changes that I wasn't going to have enuff time after the board and leadership course to have any shot at my e-5 so I didn't go. In the Army you could stay in only a certain amount of time at each pay grade and if you hadn't advanced (for me 8 years was the max I could stay in if I didn't make e-5 then you were out no matter what. His reasons for not advancing are his to tell you (or not).

First off, I'm not trying to bad mouth him necessarily since I do not know him personally, but if he was an E-4 for the last 5 years, there is a good chance that it was due to some characteristic of his. Either he had some kind of legal or moral issues going on, couldn't pass a physical fitness test, or something else along those lines that prevented him from getting promoted.
Was he in the Reserves? Often times if you stay in the military and never advance for a while, then eventually they will discharge you. You see it a lot with people who can never do things like get in shape or pass a PT test. They can never be promoted because of it, so therefore the military just boots them because they are of no use.

I agree if he was an E4 for that long and has been in since 98 there was an issue either you are mentioning or he was BS'ing you about it. and yes most services will discharge you for failure to progress. he also could have been flagged for one reason or an other is; PT failure, disciplinary reasons, not passing proficiency test there are a lot of things that would cause the flag. In most cases if a person is flagged they cant reenlist and wind up just leaving after there time is up. If he come home one day and said "I think I am getting out of the Navy " and you know he was not due to it is more than likely he was being kicked out for one reason or the other. If you knew his time was up and he just did not reenlist for what ever reason, i would question it due to him not progressing. not to start a family argument but it sounds like he was not completely open with you.

Lot of different reasons to many to write about. But it can happen if promotion is not made by so many years time in service ... If I did not get promoted to E7 in 23 years I would be retired. He did not tell you and so ya don't know. That is your ex and no obligation to do so...
