I'm not atheist, but I'm sure they can still impress upon children not to steal, as it is illegal & immoral-- The Golden Rule can still apply- do unto others....
Following basic laws & precepts of society can still give children morality- don't steal, don't lie, be giving & kind to others. Volunteer your time....help others less fortunate than you are, as you never know if you may be in that place someday as well & need help too.

Just because someone isn't Christian doesn't mean they can't instill morality.

The way any normal, rational person does. We don't feel the need to continue the belief in imaginary friends, demons and flying creatures much past the age of about 8. Except possibly Santa who is still fun till about age 10.

The same way believers in the various religions do. When the children do something that harms others or themselves then you chide them and, when they are old enough, explain why. When they do something that helps themselves or others then you praise them.

There's no need to tell them that what they are doing makes the baby Jesus cry. They can learn morality without that.

Must be the same way Christians get their children to understand that slavery is immoral - because they wouldn't draw that conclusion if they relied only on the Bible, so there must be some actual thinking and evaluating going on in there too.

We do that, only more so.

You teach them about things like moral value. You also explain to them why things are wrong by putting them in other people shoes.

For example, if I wanted to explain to my children why stealing was wrong, I would ask them how they would feel if somebody took their favorite toy without asking. I would tell them that this is how somebody else feels if you steal something from them. Most children can understand simple concepts like this. They don't need to fear punishment in order to behave.

With discipline and reason. Morality is a natural trait anyway, that develops as we grow up. We just have to encourage it and modify it according to culture.

I think its quite simple.. "little johnny you dont kill people because its wrong" " little johnny you dont steal from others because its wrong". A person doesn't have to be religious to tell their children right from wrong you dont need religion to have morals and decency.

By teaching them that they are responsible for their actions.

They are not allowed to foist responsibility of onto some sky pixie or daemon.
