The answer will be NO ikf you are refering to the UK.
The system they use called Vascar would record you average speed with the police cars average speed over a set distance, passing each other in the opposite direction would give a false result so they would only take this reading while following you as far as i am aware over a set distance, thought i am not a traffic cop but i am sure this is how it works, even so they would have pulled you over to issue the ticket.
However there are speed camera vans that record your vehicle on tape and your speed with a ultralyte speed laser gun and will send you a ticket/summons in the post but the van would be stationary monitering the speed of traffic.
Thought please don't speed, hitting a child at 40 mph is the eqvuivalent force on there body to that child jumping from a 4 storey high building and landing flat onto the ground instead and there is a around 90% risk of them having permanent injury or death as a result.

You were speeding. The officer not showing up to court will NOT get you out of a ticket most of the time Take responsibility for your actions like an adult. That's what you should do. Why on earth do you want your sister there as a witness? Unless she's going to be an absolute idiot and lie in court, she's just going to say that you could have been doing 20mph + over the speed limit. Again, you're not getting out of the ticket which you deserve. Slow down and you won't have to worry about this problem again.

They won't mail you a ticket. Whenever your mailed a ticket, its because you got caught running a red light (camera posted on top of light) and or speed through a intersection. If they don't turn around and turn their lights on, you arent getting a ticket. Typically they won't pull you over for going 4-5mph over the speed limit. However you go over that 5mph limit and they will pull you over. From what i've noticed atleast.

VERY WRONG. They can clock you correctly, and even if it was wrong they will still give you a ticket.

No, if he was going to issue you a ticket, he would've turned around to get you. I've only seen the dash camera capture the unit number, sometimes the officer, speed of the unit, time, date, and the time stamp of the tape. Beyond that, unless the unit is pacing you, it doesn't stamp oncoming traffic speed. You got lucky, slow down.

The camera on top of the police car , is not a speed camera , it checks your number plate , to see if you have tax , insurance and a MOT

Shame they can't bring out the black hat and hang you for it really. Or maybe take you down some dark alley and give you a good kicking. You were breaking the law! You should be punished! If I go outside and start waving a machete about they will send me down. Stop trying to weasel out of it, cough up the dosh and don't do it again/

No. They didn't stop you, and they don't actually have equipment to track the speed of on-coming traffic while moving. He probably didn't see you, and probably wouldn't even notice you should he go through the video tape.

no. they cant read the speed if you are going in the oposite direction. they have to turn around and follow you to be able tp proecute u

You might be lucky it could just be a tax scaner camrea in that case as long as you had ur tax disc you'd be ok! (Uk only?) Otherwise yea it'll be about the same as other speeding fines.
