I am sure that there are a number of great towns in upstate New York if you do not mind a little snow. I know that I loved snow during my high school years in Minnesota after years in Texas.
Lake Placid (I think that would be my personal choice as far as it has a good education system for kids) would be my first choice.
Why? Because it is relatively small, but not too small with Lake Placid having, in my opinion, an excellent education system, both public and private schools, for kids. A great place for kids to grow up. Wonderful summers, and I am sure colorful autumns. I have no idea of the cost of living, but I cannot imagine a more beautiful place for a parent and kids along with a good education for kids.
Other probably good upstate New York towns could include:
Saranac Lake
Albany
Plattsburgh (sounds like another wonderful place)
and I am sure that there are others...
...I have always thought that upstate New York, or, even Vermont (like Burlington), would be wonderful places to live and raise kids.

Pittsburg because it's the most upstate town in New York.

I think Niagara falls is the best place. Been there recently and
it fascinates me every time I go there.
