In chemical terms, air is best described as a mixture. Air is composed of a number of different gases (as you yourself pointed out), yet they're combined in a way that no chemical reaction occurs between them and it's possible to isolate the component gases from the mixture.

Air is a solution. A solution is a mixture. It is about 78% N2, 21% O2 and the rest is the small amount of CO2, H2O Ar and others.
