photoshop elements 3 color problems?

In my photoshop elements 3 I only have color swatches, is there a way to use a color wheel or the box and bar type thing in other programs?

At the bottom of the Toolbox (the vertical toolbar on the left) there is the Color Well. This is where the foreground and background colors are displayed. To change a color, simply click on either the foreground or background color swatch and select a new color in the Color Picker.
