on the cars of policy and emergency is wrote this word inversely. why ?

I think it's the word "Police" not "Policy".

It's written in reverse so that it shows up correctly in the rear-view mirror of the driver of the vehicles in front of them.

So when you look through your rear mirror as you should every few seconds you will read POLICE or AMBULANCE not the whole thing in reverse and back to front
