Contact your family lawyer immediately and then children's services. Because you can prove (at least I'm assuming you can prove) that she is an incompetent mother and the child's grandparents are competent and willing, they will probably block the mother's access until a court date has been scheduled.

all i know is, if she's unfit then report her to children's protective services?

if you have witness to her putting the child in harm's way, all the better.

if she has just up and left the daughter with your parents for periods of time, the law might look at this as abandonment.

i''m sure this is a huge worry for you and your family. maybe seek legal advice for further information.

You need to call CPS and they need to put an order in for her to work a case plan, if she doesn't then they will seek one of you for a family placement ... but do call them ... protect the child from that person ( sorry I can't call her a mother ).

You have rights, but in order for these rights to work for you, you gotta file something against her, call the local police and get more details there.

file for legal guardianship with the courts. you'll need a good lawyer and be able to prove her unfit. i have to ask, is this your brother's child? where is he?
