i'm in the uk. do i need planning permission?

You need both Planning and Building Regulations permission before you even think about starting any work. I have no idea of the cost.

Kohler has a great website to start looking. I'm an interior designer and I often use Kohler products. They are very well made and they have a huge selection of products, not just toilets. They also have a great variety of prices and styles to fit any budget. They have a option for "The Complete Solution" which is all you need in one box!

A little tip: Toilets are usually cheaper (sometimes over a hundred $) if you go with the standard white color.

If you're not someone who's handy with tools and comfortable with doing this yourself, I'd start by talking to a remodeling contractor to see if it's possible or feasible. You'll need a way to get water to and from the room first. Can you tie it into existing drain lines, or do you need a new drain line? He/she could also tell you if you need permits, approvals, etc.

I don't know what you'd need to do this in your country. In the US, you'd need building permits. These let the proper authorities know so that they can inspect the work at the appropriate times to see that they are done safely and that they follow building codes. They also let them know that the value of the property has gone up, so that they can adjust your property taxes.
