He's all white except for a little black "smudge" on his forhead. He's got bigg-ish ears. He's a short hair with a "rat" like tail. His eyes look green/brown but I'm not sure if they will change when he gets older. Anyone know what type of cat I have?

there is no telling really, but sounds just like your run of the mill american shorthair.

Unless you know both parents of your cat and where you got it, it's unlikely that your kitty is anything but a 'mutt' type of cat or what is known as a domestic short hair or the common alley cat. Now secondly, that does NOT mean he isn't a special cat!! Usually the domestic or alley type cats are the strongest and smartest ones out there because of the continual outcrossing that gets done - in otherwords mother nature does the breeding and not man. Man usually choses his crosses for looks rather than health and smarts so ends up with cats that aren't always the most viable cat in the world (not all of them but most of them do, ditto for dogs, horses, etc) The only thing I would watch for is if his eyes end up blue or one blue and one green. With white cats, they can often be deaf with blue or blue-green eyes. Be sure to test him to make sure he can hear properly!! Good luck with your kitty!! Be sure to get him deflea-ed and shots and eventually neutered too - he'll end up being a great cat for you, I'm sure!!

If you didn't get him from a breeder of cats, or with registration papers, it's 99.9% likely he's a domestic shorthair.
