Well it depends whether there was ever a 'war' there in the first place. I don't remember much warring going on between US/UK air attacks and Saddam's forces on the ground, it was never going to be a traditional war in that sense as it was a case of David and Goliath in the military power sense (which is why invading Iraq was such an easy decision!)
Yes, we are just fighting the insurgents now and standing in the middle to stop a civil war.

This unconstitutional, illegal, unjustifiable, immoral 'war' was never meant to be 'over' or 'won'. The administration has conned Americans, Congress, and our valiant U.S. troops into believing that we're fighting to defend our nation against 'terrorists' from an 'evil empire; or we're there to bring democracy to Iraq; or we're letting people die to establish peace in the Middle East.
Hogwash!!
We're in this insane 'war' for three lame reasons:
1. The Bush family had a personal vendetta against Saddam Hussein ever since Desert Storm when George H.W. Bush was ridiculed, criticized and humiliated for not 'finishing the job' and ousting Hussein at that time;
2. Dick Cheney and his Exxon-Mobil buddies want all that OIL swimming underneath Iraq's sands so that they can get richer and richer and richer feeding America's addiction to cheap, easily-accessible foreign OIL;
3. Ever since World War II, the giant U.S. military-industrial complex (which Eisenhower warned us about) realized how profitable 'war' could be. So all the politicians were bought up, pricey lobbyists were hired, and special interest groups were formed to promote and encourage more 'war'. Thus, the U.S. was embroiled in the Korean Conflict; the Cuban Missile Crisis; the Cold War; Vietnam; and Desert Storm, all so that corporations like McDonnell-Douglass, Lockheed-Martin and United Technologies could boost their sagging profits from years of peace time.
Then, of course, two 'newcomers' who have bellied up to the federal government's war trough had to share in the trillion-dollar giveaway: the Carlyle Group and Halliburton both have direct ties to the Bush-Cheney White House, and both have reaped billions of dollars in profits from this insipid 'war'.
We will be in Iraq for decades, perhaps generations - until every drop of OIL is sucked out of its sands.
If that's not the case, WHY are we building the largest U.S. embassy in the world on a 104-acre site in downtown Baghdad overlooking the modest headquarters of the 'new' Iraqi puppet government installed by the Bush administration??
If that's not the case, WHY is Halliburton building fourteen (yes - 14!) new permanent U.S. military bases in Iraq???
The 'war' is not 'over' and will never be 'won' because we have been lied to about the true purpose of this obscenity.
3,700 U.S. soldiers have died believing they're there for patriotic, honorable objectives, when - in fact - they are there so that a handful of wealthy elitists, industrialists and power brokers can become wealthier and more powerful.

Persons I watched this war on tv when it first began. It is so hyped up. These persons use cars for ammunition and people as bombs. We have tanks and bombs and guns and still we are not winning? Something is not right! Zarquawi is dead very dead and those persons are living in terror every day, not knowing what will happen next. It isn't like they can get up and go to work and complain about what they don't have. So why aren't we changing tactics and assisting these poor persons who are struggling for a democracy as the media tells us. This is so wrong. Lets do an audit on Haliburton and Dick Cheney and maybe Bush because something is just not clicking with the information I receive. How about you. Please I do not disrespect our soldiers they are the pawns as well as the Iraqis.

I think the Iraq war should have been over a long time ago. Having troops over there still is costing us a lot of money in the long run. We have people over there losing their lives fighting for our country. They keep sending more and more troops over there. That's costing us money. Why send more over there?

I wish that were the case. In actuality, the terrorists have managed to fuel the flames of hatred between the Sunni, Shiite, and Kurds, and my fear is that this battle between them will go on for years to come.
Keep in mind that prior to WW1, Iraq did not exist. When the Ottoman Empire fell, the Brits consolidated three provinces (called Villayets) into one country for ease of control, becoming Iraq. Prior to this, the Sunnis, Shiites, and Kurds each controlled their own province and so are battling each other for the right to govern once again.
My suggestion is to go back to pre-treaty borders and allow each their own province again. We allowed Germany to reunify, removing the imposed treaty borders of WW2. Why not move past the borders established during the treaty of WW1?!

most of the terrorist are not in Iraq, they are a factor though. But we are policing and rebuilding Iraq. We came in there and knocked everything in our way down. We are trying to force democracy on them so we are teaching them or at least trying to.
