I found this info on www.ancestry.com, but it doesn't mention the Dawes Rolls. However, on http://media.nara.gov/media/images/31/1/31-0007a.jpg it shows about 1/2 way down the page in the right column this name: William Armstrong--Tennessee--number 14053 on the applications list for the Guion Miller Index, Eastern Cherokee Roll of 1909.
To be listed on the Dawes Roll, only those who RECEIVED LAND under the provisions of the Dawes Act are listed. It did show a "William", under the Delaware tribe, age listed was 0 (baby perhaps??), and card number OS272 (when you'd click on this link, it took you back to the list of names), and also a William L Armstrong, age 1, Delaware tribe, on card OS3 (link took you back to Armstrong listings, but neither card would open).
