you should make your cat stay indoors for a few weeks...and let him get used to his surroundings...
then after like say a month or possibly less..he should be used to where you are...so let him out..and then if he stays..alls good! if not..then keep him indoors for longer...
hope this works!!

Cats are smarter than people think. He obviously had some good memories and lots of freedom at the old house. The hardest thing you can do is to take a cats (freedom from roaming) away once they are used to it. He is used to his freedom and is heart broken, he feels captured and jailed and doesn't understand why, so he goes back to his place of contentment. Its too bad about the moving but you could try placing his favorite treats in hiding places around the house, just remember where you put them! Cats like to hunt for food and it will hopefully get his mind of it for a while. Or you could try having high places for him to walk and sit. I know one couple who turned their spare apartment bedroom into a cat room with walking boards up near the ceiling (or 2 ladders and a long flat board would work) and put a patch of carpet on the wall for clawing, hiding treats around the house, catnip, and maybe even a another cat will take his mind off of it! Good luck

Some animals can't or don't want to leave their original home, and there are many stories of animals—including cats—crossing hundreds or thousands of miles ("psi-trailing") to follow a person or family or to get back to the house they know best. My queen seemed to enjoy car rides, but I couldn't take her everywhere; she was always very anxious to see me if I left the house for more than a day or two. After I read a book about a cat who psi-trailed her owner from England to Germany during World War II ("Blitzcat"), I simply said to my queen once while she was lying on my bed, "I'm going to be away for [a number of] suns, and then I'll be back. So don't worry, okay?" She didn't appear to pay me attention, but when I returned from that particular trip, she didn't greet me with her usual emotion. I really started believing in psi-trailing when I went to Florida one year, which is five states away from my home. I told my queen, "I'm going to be gone for seven suns, but then I'll be back." I was not surprised that she didn't seem to care that I was home. However, a couple of years later I went into North Carolina, just one state away from home, to help my mother pick up a puppy. We were only going to be gone for a weekend, but it was so short-notice that I forgot to tell my queen that I wouldn't be gone long. When we returned home Sunday evening my queen came to me immediately, meowed and purred very loudly, and climbed into my lap, which was something she didn't normally do because I fidget a lot. I can only assume she worried because I didn't let her know I was coming home. What does that mean for you and your cat? You may feel silly, but sit down with him when he's just being quiet and observing things, and explain to him that you and he have moved house. Tell him why you moved, and tell him why you'd like him to stay with you. Don't worry if he's not looking at you—he can still hear you. If you'd like, give him a few extra treats from time to time to help him associate the new house with good experiences, and keep him indoors for a bit longer; if he's leash-trained or if you have a carrier for him, take him for walks around you immediate neighborhood so he can get used to the sights, sounds, and smells. If, after all that, he still goes back to the other house, ask whoever's living there if they would mind taking care of him. If they're okay with it, it would be easier on him to let him stay there. If they're not okay with it, he may have to become a strictly indoor cat.
