There's no way to know. She might have a cut underlying all that which got infected and is bleeding and forming scabs.
If it's only one foot, it's probably not an allergy. It's definitely time to get her to a vet right away.

Is it like the outer layer of skin on the main foot pad (not the toes usually) that seems like it's coming off in a really leathery feeling layer?
I've had that on some of my cats, usually on the two front feet only. The problem was mostly dry skin, I massaged in some canola oil - just a little bit so it wouldn't get all over the floor -- and after a few days of that the skin was a lot better and had stopped peeling.

It could be an infected cut.
maybe she burned it on a candle, (cats like to "touch" the flickering flame)
it could be a fungus or some sort of skin condition.
really, the only way to know is taking it to the vet.

Sounds like some type of fungus. The vet will give you something to kill it. Or maybe its a shot the vet will give.

It could be. Probably some sort of skin condition. Don't worry, with meds she will be fine.
