According to http://supersentai.com the counterpart of Tommy as the Green Ranger was Burai of Kyorytu Sentai Zyurangers, then when Tommy was the White Ranger, that was Kou Hoshinsei of the Howling New Star in Gosei Sentai Dairangers.

It is a 10 year old boy named Kou Hoshinsei. BUT he is not an ally of the Japanese Might Morphin power rangers(Zyurangers) like Tommy was.Kou is one of the Dairangers which was never remade in english, instead they made two more seasons of Mighty Morphin.
