If you alternate between hot and cold roughly every 30 seconds its supposed to be good for the circulation and can even increase the number of white blood cells over the space of a few months.
It depends on the individual really though, for example:
I'v suffered with acne since I was 12 years old, I used to wash with hot water thinking that the hot water would kill the bacteria and open pores to release the dirt....WRONG! it just irritated the condition more.

For your skin and body and your hair have a warm shower, but not too hot or too cold. Hot water will damage and dry out your hair, causing breakage. Your skin will also be dried out and start flaking.

A combination is best. Start off warm getting hotter, use a body scrub or scrunchy all over, finish in cold.
The warm/hot opens the pores, the body scrub clears away dead cells and the cold closes the pores, it invigorates the skin making it tighter and giving more of a glow.

Warm is better, hot water strips your skin of natural oils and tends to dry. the skin.

wash in warmer water to open pores and get them really clean, then rinse off in cooler water to close the pores.
