I am going to ask you some questions only because you do not clarify why you need these puppies, and these are the questions people will ask: if not already asked::
*Why do you need 'regular people'>????
why not adoption places? Are you listed with them as someone who has neglected or abused their animal?
or an animal hoarder? or maybe you need free dogs/puppies for dog fighting purposes?
you need to clarify your wanting a puppy for free, and why you don't go to a shelter.
people here are very wary of those wanting free puppies...

I agree with Treebeard, www.craigslist.org is a good place to go. I didn't get a puppy, but a got a 19 month old shih tzu mix for free. She's the greatest dog I could ever have. She's healthy, and the woman I got her from just wanted her to have a great home. And that's exactly what she gets, shes spoiled now, lol. Make sure that you browse in your area.

Why do you want puppies?
They are not fodder for snakes or other animals (including humans).
They should not be used as bait for fighting dogs.
Are you a broker looking to re-sell them (to puppymills or research facilities)?
Are you planning on breeding them?
I'd love to know why you're looking for puppies.
Edit: I love the thumbs down thing. This person is asking for puppies... Not just a single puppy .. and does not want to go to an a shelter where he would be screened. I think my questions are pretty valid. You all may not see the issue with this approach.. but don't YOU wonder where the dogs that are used for training fighting dogs COME FROM??

You got the money for puppy shots? De-worming? $100-$200 for neuter/spay?
Good-quality food? A good bag will cost you $30+. You'll probably need a couple bags a month...
Don't forget toys, a crate...
Oh...and save back at least $100 for a training class...
...No such thing as a "FREE" puppy...

That's going to be hard to find, because a lot of people who are looking for free puppies want them so they can sell them for animal research, or abuse them, etc. That is the whole reason rescues screen applicants. If you are planning to keep your dog outside in TX, I think you're going to have a hard time convincing someone to give you a dog.

i dont know of websites BUT get the newspaper, or look at store bulletin boards.
why don't you want to get an orphaned animal at the adoption place? if it's about money, then don't get the dog
if you can't afford medical treatment right now, wait until you can afford it to get a dog
it's not fair to neglect their needs.

no one really gives away puppies, the only ones that are not wanted are either on the streets or in a animal shelter/adoption center

Why don't you check your local paper. I see listings all of the time for people giving away puppies, kittens, etc...just make sure they have had their shots and been de-wormed.
