That's an easy question to answer. China and India were excluded from Kyoto because they are "developing". To ask them to reduce emissions would stunt their growth. Yet, the US is derided for using the same argument. The UN's agenda is and always has been to tear down the US.
Speaking of Kyoto, how goes it with the countries that signed on? Are they going to meet the emissions requirements they agreed to? ROFL. The EU has ridiculed carbon credits in the past, but now the only way they will come close is by purchasing carbon credits and making Algore rich. What a joke.

The better question would be, "If global warming is not a hoax, why aren't countries like China and India being forced to comply with Kyoto protocol? Why are jet airplanes allowed to fly?"

When this cycle slows/stops, the planet will cool again and begin to enter another ice age.
It's been happening for millions of years.
Humans did not cause it.
Humans cannot stop it.

Because since taking action for the climate has a cost, not taking action has on the short term a competitive advantage.
And there is a country in particular which is powerful and has a lot of short term interest. This country pulled out of the international climate treaty established under the UN Environment Program.

Nation-states came about because a big army can defeat a similarly-equipped smaller army. They are not about conservation of resources or the rights of citizens, they are about preventing a bigger bully from stealing by force of arms the wealth created from your resources and the labor of your citizens. The fact that , unlike agricultural empires, the conquest of a modern industrial society leaves nothing worth looting has made conquest by force of arms less attractive and the nation-state a less useful tool.
The total failure of any nation-state or organization of nation-states to meaningfully address any of the problems brought about by human dominance of the environment will be a major factor in the demise of that form of government.

The UN made these countries exempt from pollution control because it would interfere with their industrial growth.
In developed countries that are Capitalist, emissions are controlled. Going green is very, very profitable, and almost all corporations do limit pollutants as much as possible.
