Well Halo is the best shooter, But F.E.A.R is very popular also. BLACK on PS2 is wicked and Resistance: Fall of Man for the PlayStation 3

i'm guessing you mean in the WORLD? anyway, i'd say halo 2, soon to be replaced by halo 3, but since you won't allow that, i would have to choose Half Life 2

its xbox there are many gears of war
comes too mind call of duty is good
too rainbow six lasvegas is another

HALO = **** like your mom but besides that have you heard about haze with so many original ideas like hiding grenades to kill soldiers and halo has nothing like that but back to the point,,,,,i would say.............................. GET A NEXT GEN CONSOLE YOU CHEAPO EVEN IF ITS THE X BOT!!!!
