Well it's probably stressed out. Did you leave the bird alone for 24 hours? If not, the bird may be VERY stressed and can actually die from this. LEAVE HIM ALONE for a few days other than feeding him. He should go back to normal. Most pet stores don't tell people to let their bird get adjusted before playing with them, so they end up with stressed or dead birds.
edit: Sometimes they don't eat the first or second day, that's normal. Just make sure that it starts eating soon. Try putting fresh foods in the food bowl or 100% fruit juice in the water dish to try to convince it to eat/drink. If you're worried, birds will drink when they're done eating, so put a drop of food dye in the water, and you'll know if the bird is drinking because the feathers under the beak will be stained.

You are getting WAY too much advice!
This is VERY NORMAL for budgies brought from one environment to another. This is very stressful for them.
There are other answers that are good things to know, like keeping it out of drafts, etc.
Your question was, though, why is my bird not moving? The answer is because it is afraid.
Leave the bird alone for a while, other than feeding and watering. Don't even clean the home. Just keep it in a quiet, well-lit place, talk to it in a soothing voice when you happen by, and when the bird figures out that there is nothing in it's new environment that will hurt him, he will go back to acting like a budgie.

did you get the bird from a reputable pet store or department store? some pet stores deal only with private breeders, while department stores deal with "bird mills". either way you don't know the bird's history.
i agree, leave the bird alone for a day or so. maybe put on some soft music in its room? you can sit in the room and observe the bird.. maybe say something quietly?
make sure it is not in a draft as well. if you do cover the bird, only cover the back part of the cage and a little of the sides.. that way it will feel secure, while being able to see its surroundings.

Is it in a draft? In too much heat? Budgies are supposed to be very hardy and strong birds, but everyone of mine from the pet store died within weeks. Sometimes they are sick FROM the store and then they die at home.
Sorry. Try putting a light cloth over the cage so it doesnt stress too much and lets all say a prayer for your little birdlet.

he is just probably just getting used to his new environment. Just give him some time and he'll come around. I'm not so sure about the heavy breathing part but you might want to take him to a vet just in case. they are not expensive for check ups. especially a budgie. probably be around 15 to 20 dollars for a check up. But, other than that, he should be fine within a couple of days...

There isnt something incorrect. shifting to a clean abode in a distinctive atmosphere is quite stressful for a budgie. For now, in simple terms depart Kiwi on my own and save the cage Dorr closed. confer with him softly in specific circumstances, yet do not make any diffused strikes or loud noises. He could start up performing popular in approximately 5-7 days.

its ok hes just scared. imagine being taken from your home and being put into a new place where you dont know anything. . . pretty scary. . . once he gets used to things he will be the budgie you saw at the pet store. and he will eventually eat.

Since you just got him yesterday its most likely b/c the bird is scared. They need to get used to their new surrounds. Talk to him. Make him feel comfortable. He will eventually become more active. You have to be patient

Take it to an avian vet! Fine if it's not sick, but it's better to double check then call yourself stupid later when it's dead. Let the doctor double check the bird.
