People make time for things that are important, regardless of gender. You unconsciously prioritize things in your mind and devote time to them. You can tell your relative priority in the mind of a man by what he does before he spends time with you. That doesn't mean he doesn't care, it just means he cares more about those things than you.
If you don't mind playing second fiddle to football or an ex gf or his project at work, knock yourself out. At some point, all men will prioritize something above their wives; what's important is the type of activity and its duration.

No, nobody can always make time for people or things they love. I love my children more than anything. Yet, I must work (some times long hours) to support them. Thus, during exceptionally hard periods at work, I have gone for over a week and not seen them even though I was sleeping in the same house. Also, I travel on occasion. I spent 6 weeks gone this spring.
On the other hand, when I have the ability to choose what I do with my time, it's almost always with the children and wife. Only 1 or 2 times a year do I go out with the boys.

Sometimes life gets in the way. You have things you need to take care of and then things you want to take care of. Can love be present even if I don't make time? Yes. I love my kids very much but I don't always make time for them. Many days I walk in and say did you do your homework instead of let's sit down and do your homework. Resting and taking time to yourself is as important in some cases as spending time with others.

work, school, family, personal time and friend
work, school, family, personal time, friend, and boyfriend/girlfriend
If this is a normal life circle, what are you going to give up for your love?
work? You need money to surive
school? You or your parent can wait till you two graduate
family? No one is going to give up their family.
personal time? We are need some time alone.
friends? You like party he doesn't, or the other way, therefore trust and understanding and commucation is needed here.
So for me, the only thing i drop is my friend from every week party to 3 month one party.

Men dont always make time for people and things they love either because they are unable to do so or cant keep the promise.
Love is present if they dont make time, and sometimes it isn't.
All because they cant doesn't mean they dont love you.
And All because men love something doesn't mean they'll do it for that thing.

Your idea of how much is the right amount of time might be different than his. In other words, yes, he will make the time, but it might not be the amount of time you expect. Also, everyone needs balance in their life.So, it is not healthy to spend every waking moment with your love.
