I know exactly what you mean. I can't stand it when people do this. If you're going to be rude, be rude. If you're going to be polite, be polite. Don't try to do both.
One time, I was in the grocery store and this teenager turned her cart, nearly hitting me. She glared at me and said, "exCUSE me!" in the valley girl voice tone. I think I would have preferred her to say, "Get out of my way, you dumb broad!" It would have been easier for me to rebuff.

Rude in a polite way just makes you want to flip the person off. I work with someone that is rude in polite way and people hate her - she gets under everyone's skin.

I usually say if i'm meaning that the music is too loud "Can, you turn the radio a little down, it's a little to loud. (in a polite way)
If i'm little rude/dorky....I would say your wierd or crazy. (not meaning in a bad way, but a good way, in a rude polite way)

Yes...and flight attendants are experts at this. I'll also toss in those kind folks at the DMV, bank tellers, and every teacher my kids ever had who invited us to open school night. I understand sarcasm, and use it effectively with people who deserve it at times. But you're referring to those who are like that for no reason. Sarcasm coupled with a condescending tone, but said politely, is still sarcasm, and very condescending.

Yeah, it all depends on the tone of voice. They use polite lanuage, but the way they say it is aggravated and frustrated.
