Don't scare her away ! At the same time, don't quit trying .
Give her a phone-call. Just talk for a while. Get to know each other. And don't ASK her to be your girlfriend .... MAKE her your girlfriend !
She'll have to accept a date with you , first .
If she says , "Yes ! ", then, you're well on your way.
Maybe, you could ask her what she'd like to do for a date or does she have a favourite restaurant ? But, don't get pushy about the , " Will you be my girlfriend ? " thing !
Just make sure that you both have a good time and a few laughs .
Who knows ? Maybe she'll approach you with, " Will you be my boyfriend ? "

I'd say to move on. Apparently, she isn't interested, and fears hurting you by telling you the truth. If she didn't say yes on the spot, then she was never truly interested. If she really wanted to be with you, she would have said yes the moment you asked.

If she has left you hanging for a week, then she doesn't like you the same way you like her. Either that or she is playing games, and you don't want to get involved with girls who play games.

Forget her. If she's made you wait a week for an answer she isn't worth another minute of your time. There are plenty of other girls in this world, don't waste your time waiting for one.
