There's really not a whole lot you can do. It's your job to find a good artist. The artists job is to give you a tattoo. They did that. Just because you are unhappy doesn't mean you get your money back. Next time, do more research so you can be sure you walk away with something you're happy with.

Good luck getting your money back.
You need to research your area and find a REPUTABLE artist that is good at their craft. Don't just look at their portfolio...ask around. Artist will only put their best work in their portfolio. You never see the ones they've FUBAR'd on. If you see someone locally that has quality tats and find out if they were done locally or even a reasonable driving distance away. Chances are you'll have to have some cover work done.
BTW, do you know what eyes facing backwards represents?

Consider suing their butts off. Tattoo artisits like thos never get caught and give other artist a bad name. They have no business calling themselves tattoo artists. Hang on to the picture and don't get any new work done yet. Get someone to photograph your tattoo, collect the evidence then go to small claims court. You should at least get your money back so you can pay for the correction.

no, you don't get your money back because they did the work. the fault lies on you because you didn't make sure to get a TALENTED artist to tattoo you. it's an expensive lesson to learn that not all tattooers are artists and even a seemingly "simple" tattoo isn't always so.
maybe now you have learned your lesson and will research artists before going to just anybody. good luck on fixing your tattoo.

Tattoo artist always guarantee their work, if this is what is happening I would try to get at least half of your money back, from both of them.

I don't know if you could successfully sue in small claims court. They could claim they used "artistic license" or that your demands were "unreasonable" (which I'm sure they weren't). Your best bet is to go to the best, as you are planning to do, and then bad-mouth the other artists to anyone who will listen.

Nothing you can do. You probably signed a waiver before the first tattoo stating that you wouldn't hold them responsible.
Let it go. Maybe later get a cover-up. Sorry that happened.
