why do people in rural areas seem to always win the lottery?

They don't really. Their tale about a poor person out in the sticks winning just looks better in the newspaper or on TV so they get more media coverage. In reality there are a lot of poor inner city people who win also but the reporters are afraid they will be a drive-by shooting victim if they go to see them.
