As in a power supply filter? When the input is a pulsating DC? The cap acts as a short-term battery/filter, storing energy when the input is high, then releasing it into the output when the input is low.

Just another way it's used in broadcasting
Another way to use a capacitor as a shunt is to put it across a meter to by-pass radio frequency to prevent it from getting into a meter that is measuring dc current or voltage
Another is keeping the dc bias stable on an tube.Yes we still have some tubes out here in broadcasting

Capacitors aren't always connected in shunt (parallel). But when they are, they are typically being used as filters, such as in power supplies. When you put a small cap in parallel with the power connections on an integrated circuit, you are giving the chip a low inductance source of power. This allows the chip to draw high current spikes while switching. Essentially the cap is acting as a high frequency filter, and as a low inductance battery. When you put a big cap in parallel with your power supply, it is acting as a low frequency filter to smooth out the ripples from the rectifiers.

An example of a cap in series is when it is used as a DC blocking device at the input or output of an amplifying stage. This blocks the DC bias from affecting later stages while allowing the AC signal to pass through.

If you are referring to a capacitor across a power line -- that is used to correct the power factor of the users (loads) on that same power line. Motors and other inductive loads use current out-of-phase with the voltage, so the power measured by the power meters is less than the actual power used.

By adding shunt capacitors a compensation is made for the inductive loads, and the current is restored to being in-phase with the voltage on the power line.
