Better be careful, if you only have one hard drive, it could have more than one partioned drive on it and reformatting C will probably wipe the entire drive.

you have two option, using a startup/fix disk to enter the DOS command promt and type format c: when you are in the promt, or use your windows cd to format it.

for your next question it defend on your reason of formating. if your reason is to have a fresh copy of windows then you can format the drive c: only but make a folder on your other drive and put there all files that you want to save.
if your reason of formating your computer is because of virus you should also consider formating your other drive if they are infected and hard or cannot be remove. but still save your important files to other type of storage (flash card, cd, dvd, etc.,) before formating. but before you access your save file to your freshly installed OS be sure to have an updated antivirus.

just the c drive, put the disk in and follow the promps, but when it say "press any key" the second time DON'T, other wise it will start all over again
