i want to get one of my local library in nyc

Ask the librarian. Go to the City Clerks or the Dept of Engineering. Should be public information. However in today's day and age you may not be able to get it without proving why you want it.

The alternative is to go to the local building department / city engineer's office, they usually have relatively recent projects on file from their review submittal, and I presume they keep them for reference. They are public documents but don't go expecting to walk off with their copy, but you might be allowed to make a few copies for personal use or educational, etc. You're looking for a Building Official, the building inspector's office, the city engineer, like that, any of those offices should be able to direct you where to go, if not give you what you're looking for.

In N.Y.C., you can go to the building department, and request public record plans of any building.
It's expensive though.
