Neither feels the heat more than the other. It's just that a lack of pigment causes whites to burn in the heat, and it shows. For the record, I feel the need to further educate you and let you know that skin color is a shade not a layer. I wouldn't go around saying things like "black is a hotter color." It sounds stupid and some might find it offensive. I'm mixed, black and white. I feel the heat just as much as any other and I peel too.

The skin of people with fair skin lets the sun's rays through, where a person with barker skin holds the heat on the out side surface.
Example.
They paint most air cooled engines with dark colors to get read of the heat, where if you put a bright shiny Collier on the engine it reflects the heat back in.

Oh my god...."People from africa are dark". That's original. There are millions of white folks in Africa too lol.
The skin is genetically different (outside the color), it's a tougher composition than caucasian skin, but honestly, there's no real way to say that Darker skinned folks "feel the heat" less than lighter skinned folks.
It's impossible to measure a perception, which is what the feeling of heat is.

Who says that black is a hotter colour?
Black absorbs heat more readily than lighter colours.

Because darker skin is designed to withstand the sun and souring heat. That's why people from Africa etc are dark.
