Could be worms or a number of other problems. Some serious. Make an appointment for the vet and take your little one for a full check up. The vet may suggest a full blood panal too if he thinks it's as bad as it sounds here. If he does you should get it done.
Hope there is nothing too bad wrong with your little one. Only a vet can tell you for sure though.
Good luck.

You don't say how old your cat is.
You also don't say how long he's been like this- one would hope not too long.
This could be a blockage, which is an emergency.
It could be all sorts of things and generally a pet is taken to the vet's right away, since catching things early means less stress to the animal and a better chance of taking care of the problem.
GO TO THE VET'S.

Sounds to me like this cat is starving to death! He may have worms, or your other cat may be a total glutton and is eating all the food, and this one isn't getting any. Get this cat to the vet IMMEDIATELY! I'm afraid that if you don't, your kitty is going to die. He is mal-nourished and most probably dehydrated as well. Don't waste any time with this---this is serious. Best of luck to you in getting this kitty well.

Sounds like he has lost weight if you can feel and see his spine. Please take him to the vet for God's sake. I hope he lives that long. I'm praying for him.
