Some people can not afford it
Some people use health departments and ER's and don't pay
Others are young people who think the don't need it b/c the are young and stron.
Some jobs may not offer it or not offer it to part time workers

Sometimes it's not their choice. Not everyone gets health insurance through work, and there's also people who are unemployed. If people can't get it through work, they have to pay for it out of their pocket, and when they're figuring out what's most important to spend their money on, some people will not see health insurance as a high priority if they don't have tons of health problems or other reasons they might need good health insurance. However, I don't think anyone who could afford it or get it through work would just choose not to have insurance.

Rarely do people 'choose' not to have health insurance. Usually, they work for small companies that do not offer health insurance, or for companies with sneaky rules about it. I once worked for a company where you had to work there for a year before you got insurance, and then you only got it if you worked 35 hours or more per week, and then you only kept it if you worked 35 hours or more per week. If you went more than two weeks without working these hours, you lost your benefits. We need health care reform in this country, although socialized health care is not the answer.

BECAUSE IT IS SO EXPENSIVE.
We were without any insurance for about 25 years. We paid less in cash for medical care than we would have had to pay for insurance.
In all of that time we only had two crises. Our son broke his arm in wrestling, but we always had school insurance for the kids. So that worked out ok.
And I slipped on two steps in a hotel and shattered my ankle.
The hotel insurance paid $16,000.00 for the expenses.
Thank God. We were very lucky. We now have medicare and are insured for the first time in all those years and do feel better.

Very few if any choose not to have health care.
They make a choice, like having a vechile to get to work or a home to live in, or they just want to buy food.
Insurance is not cheap.
