If an Indian male wants to get married to a non-Indian female in Europe, which certificates are requested for him?
What kind of VISA does he need to get?
Any other certificates than birth certificate, passport and visa necessary?
What about marriage witnesses? Can any friend from the bride´s side be his best man?
How long does it take to get an appointment ant the civil registrar´s office for the marriage ceremony?

Any Indian citizen can marry any foreigner in any foreign country under the provisions of the Foreign Marriage Act, 1969 through a civil form of marriage to be preformed by the Marriage officer appointed under this Act. This marriage officer is one of the officers in the Indian Embassy in the foreign country. The document needed by this Indian is regarding his age, permanent residence, nationality & one months stay in that country these are available in his passport & visa attached therein. The document with regard to these are available in your passport, you also require a no objection certificate from your home department with regards to such a marriage & no legal impediments in your going through such a marriage. You require three adult witnesses for this marriage. The one month notice has to be given by you both to this marriage officer who shall affix a copy of the same out side his office & send a copy to the marriage officer of the district from where this man belongs in India, this notice shall also be published in two newspapers one in India & other in your country, a copy of the same shall also sent to respective parents. After one month if no objection is received this marriage is preformed & a valid marriage certificate to this effect issued which shall be valid for all purposes in India as well in your country & no further marriage registration is required after this either in India or in your country.

There are so many jurisdictions in Europe that the question can't be answered. There are even totally separate laws and regulations for the different countries within the United Kingdom, far less the rest of Europe.

Rules for this vary in many european countries.

In general you need:
two people (obviously)
legal documents for the foreigner (the indian man in this case) to prove he is legal in that country.

Any other requirements depend on the country
