It depends on what you are looking for. As far as a car with character, fun, and personality in that price range, it certainly is.
There are very few cars that pack that much emotional appeal in the mid $20K range. In that general ballpark you have the Miata, some Scions, Saturn Sky, and perhaps a Beetle.
The Cooper S is certainly a fine competitor for those cars.
In the character category, the Mini can't be beat.
On the positive side as well, due its light weight and low center of gravity, this car handles extremely well. It can be tossed about as well many sports cars that triple its price. I
It also gets very good gas mileage, and in S form it accelerates pretty well. It is still no sports car at a stoplight, but it is decently quick.
Lastly, Minis can be customized very easily, even from the dealer, to add your own personal touch.
On the downside, there are negative that come with its size.
First, obviously there is little room inside. BMW (who makes the Mini) has done an excellent job of getting the most out a small space, but small is small.
Second, the short wheelbase and stiff suspension offer a very unforgiving ride. This car is just too small to obsorb bumps well. You may not notice this much in a test drive, but after a few months of ownership it may wear on you.
In the end, as with any emotionally appealing car (from Ferraris to Hummers), there is always a tradeoff for that character. If you don't mind the tradeoffs, the Mini Cooper S certainly offers a lot of "bang for the buck."

Why would it be a great car ? What's so special about it ? NOTHING. It's just a small car with a big reputation. They did a good job brainwashing people telling them it's a "roomy" car that any time you say the word mini someone will automatically say roomy. But the reality of it is that it's NOT a roomy car by any means, unless maybe if you compare it to the old Mini. Don't waste your money on shi-t like that. Get a real car not a toy car.

Very cool.. Fast, and perfect for getting around without too much parking hassle etc. The convertible with roll bars is totally hot.
