I really believe buying a camera is an individual choice.
The person needs to read alot of reviews on cameras and learn as much as they can from the internet.
Go to the store and hold them and try them to see what they feel like and how they take pictures.
I can only give a suggestion of what to look for in a new digital camera.

If you have no brand loyalties and aren't that sure of what you want to get into, I'd suggest just going to some established websites, and do your research from there.
Why? Because, if you ask around, Canon fans will tell you to get a Canon, Olympus fans will insist on an Olympus, Nikon fans will insist on Nikon. I personally would suggest a Canon or an Olympus, but they have just as many pros/cons as any other manufacturer.
Go to the store. Find a camera and memory card for less than $200 based on your own research. Save that extra $100 and put it towards your next digital camera.

I'm not really into digital these days but 300 can get you a pretty decent camera. Look to canon, nikon and panasonic cameras. At this price range, other brands don't have manual settings You will need a camera with manual features, to be able to exercise your creativity, it may seem difficult at first but you will quckly learn about the shutter speeds and aperture settings.

The Sept. 2007 issue of Shutterbug magazine has a review of five 10 megapixel digicams. You can also access it at shutterbug.com. From my reading of the article, the Canon PowerShot G7 was the overall winner. A little more than your budget at $469.00 (estimated) but you should be able to find it cheaper.

For great lookin pictures, you'll really need a slr. Good news is, they are only a little above your current budget.
http://www.dpreview.com/reviews/specs/Canon/canon_eos350d.asp shows one for only about $200 more, but what a sweet camera and pictures!!!!!
