Maybe it used to be a police vehicle?

Could be that the vehicle is a prior police impound and sold at police auction. That may limit you if a case is opened on the former owners, or if they find a 'hidden stash' in your firewall...

Just a wild stab here, but, maybe, the car is a "PRIOR POLICE VEHICLE"!
