I live in a country where English is a foreign language, and I would like to know the meaning of "No soliciting", which is written as a public notice. Please help me understand it.

I checked in the dictionary and found that soliciting means "when someone offers to have sex for money." But I am not convinced that a public sign would say such a thing.

While it does mean that, normally if you see a sign, it means that you are not allowed to offer things for sale - for example if it is on an apartment or office, a brush salesman or magazine subscription sales person is not allowed to go from door to door asking if people would like to buy. In a mall or city where people are walking around, you are not allowed to go up to them and offer to sell them ice cream, hot dogs, or magazines [or women for that matter.]
The limited number of vendors on American streets are licensed by the city and are not allowed to "hawk" their goods ("Get cher red hots right here.")
An opposing scene would be the one where mobs of kids and adults greet travelers coming from the train with cries of "Taxi", "Night Clubs", "Shoe Shine", "Carry your bags."
The provision about sex is just a limited part of the whole thing.

Yes they would be selling services. (sex for money)
Soliciting means selling anything services or products.
Example a store would want to stop someone from selling products within or outside the store. Would post no soliciting

yeah it means they dont want you going into the place of business to sell things or offer services, like girl scouts selling cookies door to door, thats soliciting.

It means to approach someone with a request or plea.

Like trying to sell something, or begging more money, or even prostitution.
