Dang man... Your good if your like running, you ran alot before or your a fast, energetic athlete but it is bad if you just ran for like once this 2 weeks or something like that it is VERY BAD. if this is true [bad one] go to the doctor. This is the same thing as this...
Which one is better? a person with no feelings or a regular person. A person with no feelings will touch a hot item without noticing which will burn his hand while his not experencing any pain. But someone will touch the same thing and hurt himself or herself alittle, feeling some pain. Of course the normal person is better.

They say the maximum is 220 minus your age, and when you exercise you shouldn't get your heart rate higher than 85% of that. For me (age 45), this would be 149, but I'm sure I get somewhat higher than that, probably the 150's or possibly 160's. I asked about this once at the gym (about 7 years ago when 85% of my maximum would be 155, and I was around 170+), and was told that as long as I feel ok it is not a problem. But 199 does sound pretty high, you are probably a lot younger than I am. If you run at the gym it might be worthwhile asking a trainer, or you should ask your doctor at your next checkup.

I think if you exercise regularly your heart rate will gradually get lower when you run. I don't even bother to check, because I don't want to upset myself. If I get too tired I know to slow down.

Revision: After reading the 1st answer, I'm editing this and suggesting that you should be safe and see your doctor, just to make sure. No need to take any chances.
