Listen carefully and see whether there is really a change of speed for the higher settings. You may have lost choices in that the switch may have done something like Lo-Med-Lo+Medium. The comments in the first answer about resistance are nonsense - motor speed is controlled by winding arrangements or solid state speed controls, not resistance.

Generally when fan not work properly it's related to capacitor, and do checking careful in every wiring, or Capacitor :
1. Check Specification capacitor standard for PAC unit, at name plate machine.
2. Be careful to choice capacitor, when it's too, to high on standard it can made fan rotation to high
