it depends on a number of factors: temperature, time of day/year, etc.

clouds tend to be lower earlier in the day, or in cooler weather (that's generally true anywhere), and thus the ESB can be clouded in under such conditions; I've seen it. Later in the day often has longer lines, but at least the clouds are generally much higher.
