When it rains in nyc are the clouds above the empire state building or below, blocking the view from the top?

depends on the storm, actually they can be either above OR below the viewing platform.

it depends on a number of factors: temperature, time of day/year, etc.

clouds tend to be lower earlier in the day, or in cooler weather (that's generally true anywhere), and thus the ESB can be clouded in under such conditions; I've seen it. Later in the day often has longer lines, but at least the clouds are generally much higher.
