if yes then each person in the WORLD has a specific 16 digit?
& if u give someone(bank) this number "1234567891234567"he will find out which card is it(visa,master...)?

NO. pay-pal is owned by e-bay .its like a bank account you have to sign up for a account....give them your current bank info.. credit card/ or bank account number you can put money into your pay-pal acct. and make fast transactions over the internet to buy stuff...............even if u dont have money in your pay-pal use can use a pay-pal acct to pay for things..pay-pay will debit your bank acct...Most e-bay buyers/ sellers use pay pal. but pay-pal is getting bigger.with there own credit card/banking log on to pay-pal and check them out.some people like it some dont ...do some checking out FIRST
