I suppose it is the ability of the cells of an organism to reproduce. After all, death puts a stop to that.
Whether these scientists have a means of starting the process, even if they have the ingredients is another question.
Cloning is not starting the process.
There are pluses & minuses if they succeed. Presumably, the new organisms could be harnessed for food or fuel production. On the negative side, Murphy's law applies, and if it can go wrong, it will go wrong. Either we'll get diseases we are not equiped to cope with, or weapons similarly.
