The speach is referring to a measurment to illustrate that the person will never be happy once they are given something. An example, if you let a child stay up 5 mins longer, they want 10, then 20, then an hour. If you give out free coffee at work , the employees will ask for cream, suger, then danishes, sodas, longer breaks, a new break room, etc.
