Shawnee Natl Forest is probably the largest place you'll find public hunting. The forest is almost primeval and you can get turned around easy enough.
Deer hunting is really very good in most of the state. Where I hunt in Pike County, they have the highest annual kill and usually the record size deer. Deer from the surrounding counties there are pretty big also.
If you want pheasant or rabbit or possibly squirrel, I'd try to get to know a farmer or possibly a friend that knows a farmer. If he has cattle in the timber, he may not let you hunt though.

Shawnee National Forest is hugh and is mostly open for public hunting! Try an online search for more info.

when i lived in IL we hunted down in Jackson county by devils backbone Shawnee national forest

Go to the IL dnr website and it will have information on public grounds. Theres a bunch
