When my father passed away she was left the house and all goods and when she passes away it will be split between myself, lazy brother and sister.
If lazy brother is living there when she passes, can we sell the house while he is there?

Lazy Brother is 54 and has not worked in some time.

YES , you can sell the home ! If the home isn`t paid for after your Moms` passing , then advise LAZE-BRO that if he wants to stay in the home the payments are XXX$ , the taxes and insurance are XXX$ , the up keep of the home is XXX$ , the utilities are XXX$ , these are all great responsibility deterrents for someone who doesn`t like to work ! A lot will depend on how your Mom feels about her son while she is alive that determines what he will get from her after her passing ?

Since the property will be spilt, yes you can make him move out because you and your sister can buy him out, and from what you are saying, he doesnt have the money to buy you and your sister out. If he wants to move in with your mother, the least he should do is offer to help out around the house and keep up with the chores... good luck with that.

once your mom passes away, her Will states what goes to whom, so if the proceeds from the home are divided, he will have to find other living accommodations (or else buy you and your sister out).

brother must have some issues or major problems? that's a shame...
