how do i find record/receipt of an irs refund check that was garnished?

looking for this information on a friend's behalf. how do i show that this was paid with the income tax refund. no paperwork available.

If your friend is the person whose return was garnished, have them use the form in the first link to order a transcript of their tax account.
The second link below is the Federal Treasury Offset Program. That is the program that actually collects 'garnishments' from tax returns.

Contact the IRS and have them send you a copy of the transaction.
They can do this quite simply.Have all your information beside you when you call.Social security no. etc.
