I agree with Tom on the D200, unless you are thinking of spending into $4-5,000 on the body alone. I've done many comparisons with "comparable" cameras and this is my conclusion.
The Canon 5D is pretty good with its full sized sensor for only twice the price of the Nikon D200.
If low light is important to you, remember that you can use a prime lens with an aperture of f/1.4 to gather more light to help out your poor sensor so you might not have to use ISO 1600-3200 to get a decent shot. Nikon and Canon (and others) make such lenses.

Why the high ISO settings? Are you trying to capture action? If not, you don't need high ISO settings - you need a longer shutter time, a tripod, and a cable release to hold the shutter open on B or T unless your camera allows you to set long exposure times.
Here are the settings from my trusty FotoSharp "Day & Night Exposure Guide" :
City Skyline In Distance
ISO 200, f4 @ 4 seconds
ISO 200, f5.6 @ 8 seconds
ISO 200, f8 @ 15 seconds
ISO 200, f11 @ 30 seconds
ISO 100, f4 @ 8 seconds
ISO 100, f5.6 @ 15 seconds
ISO 100, f8 @ 30 seconds
ISO 100, f11 @ 60 seconds
Of course if you're doing action in low light your ISO will need to be higher.

Hey, Nikon is a great camera manufacturer, as well as Canon, but the money is the point. So, look at the Olympus webpage, or at dpreview.com and look at the Olympus E-500.
It's a camera with a great price-value relation.
